 I'm not completely sure - but it may have always been like that. I'm not sure when the points system started. But the recipient actually receiving only 10% of the points, may have always been like that. The fee, or tax - is 90%...

you are right if someone give fanpoints only 10% goes to receiver, if she-he had tipped him the same amount he would receive 80% of that amount and he could get 10% bonus extra if messaged the sender a thank you
