As a child of the sixty's I can remember being herded down to the schools basement during many Air Raid drills. And the Day Custodian walking up and down the halls cranking the siren for the drills. Once thee we were told to lay on the floor and cover our heads with our coats. While the drills were a nice break from class, we really didn't have any illusion that if the event were real that any of us would be saved by doing so. Most of the fallout shelters in town are gone now, the Brewery torn down to expand an auto dealership, My school turned into a bank and strip mall. Of the ones that still remain, those being the YMCA buildings in town only the downtown branch still sports the black and yellow sign on it's building. The suburban branch removed theirs when they renovated the building in the late eighty's.

More importantly will it protect us against the lutantic in the white house. Walking dead we are. Humans are the most dangerous animals on earth. If only animals had the ability to know when to keep away from us humans they would be better off.

A neighbor of ours back then built one on his property. As I recall it took a while to complete. I also recall that we were instructed to place our heads between our knees and kiss our ass goodbye.  When the going gets weird, the weird turn pro. The only thing we have to fear is fear itself.

For most of them, NO !! Other than a place to hide from the wife and have some 420 time to one's self. Not much good otherwise, the Nukes have gotten stronger, etc.
